I cheated - googled Raphael Zengel. So I now assume all are Victoria Cross winners, and perhaps the colours reflect their country of origin? But since there are more winners than those, perhaps all are Canadian winners only. Or World War I only?

All of these soldiers were Canadian recipients of the Victoria Cross in WW1. I believe that the colours reflect where they enlisted in Canada.
