When I first saw the article Managing Government Archives in the August issue of the Ernst and Young magazine Citizen Today, it looked like they were claiming Library and Archives Canada is leading the way.
The sub-head reads "Canada and The Netherlands: leading the way" and the short article includes a prominent quote from the Librarian an Archivist of Canada.
But the article's first sentence qualifies the situation:
"Internationally, Canada and The Netherlands belong to a group of 10 to 15 countries which are taking the international lead in entering the age of digital archives."
