Violating LACs Code of Conduct?

A group in Edmonton are complaining about "egregious violations of Library and Archives Canada’s (LAC) Code of Conduct." A letter to James Moore, Minister of Canadian Heritage, is posted at http://goo.gl/fRGzK. It's undated and unsigned so likely a draft, or a group letting off steam.
