This appears to be mostly a subset of the records already available at Ancestry, although there may be some new information, e.g. Quebec 1909-1918. It would be nice to know if it's a new index.
Well, so far I've located four family members (two on my side; two on my husband's side) and confirmed their date of arrival in Canada. They hadn't shown up on Ancestry searches and it should be emphasized that, unlike Ancestry, Family Search is making this information available for free.
