Release of the register of people living in England and Wales in September 1939 is coming soon. There's more background information in the 2 posts I have written so far for The National Archives blog http://blog.nationalarchives.gov.uk/blog/1939-register-census-census and http://blog.nationalarchives.gov.uk/blog/national-registration-day-29-september-1939/ and a re-creation of the Registrar General's broadcast to the nation on National Registration Night http://media.nationalarchives.gov.uk/index.php/1939-national-registration-night/
Canada has a similar set of records known as the National Registration File of 1940 which is held by Statistics Canada. For details see http://www5.statcan.gc.ca/olc-cel/olc.action?ObjId=93C0006&ObjType=22&lang=en&limit=0.
